TIMA Liberec in cooperation with partners Regional Development Agency and Centre for Community Work Central Moravia realized a common project named "“Vocational Training for Rural Development 2007-2013” under the Human Resources and Employment OP. The project is co-financed from European Social Fund and the state budget of the Czech Republic.

The project is aimed at Hradec Králové, Pardubice and Liberec regions..

The project " Vocational Training for Rural Development 2007-2013 " realized under the Human Resources and Employment OP is a common effort of consulting agency TIMA Liberec and partners Regional Development Agency and Centre for Community Work Central Moravia. The aim of this project was to create and verify an educational programme for local action groups (hereafter LAG), members of executive authorities and new applicants, thus help increase stability, sustainability and capacity of LAG in Hradec Králové Region (hereafter HKR) in the period of 2007-2013. 

One of the realized activities was a course “Professionals in local action groups” that commenced at the beginning of 2006. Among the main topics were a preparation of LAG to use ESF, partnership with other villages and entities, elementary activities of LAG, strategy planning, finance project preparation, preparation of potential applicants, processing applications, public contracts, project and operational management, work organization in LAG and RLZ, methodical and financial management. The course was accredited by Ministry of Education, Youth and Sports and successful graduates received a certificate of nationwide validity.

Expected results of the projects:

  • report of LAG research, educational needs and benchmarking results
  • six 2- or 3-day workshops + individual seminars – pilot topical courses, participants’ independent work;
  • study materials for trainers and trainees;
  • 25 successful graduates received a certificate of recognized by Ministry of Agriculture;
  • proposal for accreditation of courses by Ministry of Education, Youth and Sports;
  • one-day seminar on project evaluation and promotion.
   
The project was co-financed from European Social Fund and the state budget of the Czech Republic . Total budget reached 2 672 659 CZK. The project was realized in the period of 1 January 2006 to 31 January 2008 in Hradec Králové region.Vocational Training for Rural Development 2007-2013 was aimed at LAG, DSO staff and cooperating members and micro regions dealing with Leader method as well as rural micro region external advisors, municipalities’ staff, non-profit organization representatives, chambers of commerce, mayors, etc. The project objective was further professional development of LAG staff in rural areas and increase their readiness.

0. Informational or promotional campaign (eliminating unawareness and indifferent attitude towards Leader method, development of LAG in rural areas in Hradec Králové Region)

  • information leading to help draw financial support for regional development
1. LAG situation analysis
  • research – LAG current situation - what is missing, what is necessary, how to work in LAG (educational needs, personnel, financial, material, informational and organizational conditions, work priorities, existing topical focus of work, potencial deficits etc.)
  • answers to 2 types of questionnaires from 16 entities (mostly LAG:
A. LAG facts
B. opinions, needs, expectations
  • research results examples – LAG major needs:
A. needed more financial support from LEADER programme and other sources (regional, POV, funds)
B. improve qualifications of executive committee members, increase professionalism
2. Courses preparation
  • contents of the courses was set on the basis of LAG needs stated in the questionnaire
  • 5 topical blocks
  • appointing lecturers for each topic (selection from 26 experts)
3. Courses realization
  • 35 people signed up – mostly LAG representatives, micro regions and DSO
  • 24 participants met all conditions (compulsory attendance (75 %), independent work (presentation of individual activities)
  • everybody passed written and oral part of final examination
4. Accreditation
  • at present accreditation is taking place in Ministry of Education, Youth and Sports

Project impacts

We believe that the project helped:
  • to develop LAG in Hradec Králové Region (partly in Pardubice as well)
  • to increase LAG capacity (e.g. 3 LAG entities, whose representatives completed the course, managed to receive 7,5 million CZK from LEADER Czech republic programme)
  • to increase professional skills and knowledge of LAG staff – it will certainly be used for drawing support from EU funds and the state budget that would otherwise remain unused
  • to exchange experience and make new partnerships among LAG
  • thanks to the course a LAG representatives made a contact and had a meeting with regional authorities about the financial support for year 2007
